The National Oceanic and Atmospheric Administration's (NOAA) Climate Prediction Center and the National Hurricane Center (NHC) have issued an update stating that tropical storm conditions are expected to begin in portions of the Dominican Republic this morning (AST).

Tropical conditions are also possible in northern Haiti and south-eastern Bahamas by later today.

It warned that heavy rain could lead to flash, urban and small-stream flooding, along with possible rapid river rises across the US Virgin Islands, Puerto Rico...
