The US Department of Justice (DoJ) is simultaneously engaging in talks with Aon and Willis Towers Watson over their planned merger while preparing for legal action in case it chooses to challenge the combination, according to a well-regarded regulatory affairs news outlet.

Capitol Forum reported that the department has adopted a twin-track strategy, having been considering Aon’s plan to sell a large package of Willis assets for $3.6bn
