The Florida homeowners’ market received some much-needed long-term relief through tort reform, but the market may fall apart before the reforms have a chance to work without sufficient reinsurance coverage.

The extension of state reinsurance support came in the form of a new structure, the Reinsurance to Assist Policyholders (RAP) program, which sources estimated provided half as much limit as prior lower-attaching bolt-ons to the Florida Hurricane Catastrophe Fund.
